About Saginaw Housing Commission

The Saginaw Housing Commission (SHC) was established in July 1947 by the Saginaw City Council as a public corporation under the State of Michigan's Public Act 18. Its sole purpose was to provide low-income housing services to the residents of the City of Saginaw. Since the incorporation there have been numerous policy changes and new programs by the SHC's primary funding source, the U.S. Department of Housing and Urban Development (HUD). inclusive of a variety of new housing and housing-related programs. SHC has been successful in pursuing new programs for activities related to reducing drug and crime activities, upgrading housing facilities, reducing homelessness and providing social services for residents. The new programs have reshaped the Housing Commission’s focus from being just a low-income provider of housing services to a provider of housing services to the residents of the City of Saginaw.

The Housing Commission is divided into six business divisions: Capital Projects/Development, Section 8 Housing, Maintenance, Resident Services, Public Housing, and Finance. Each Division works to provide timely, professional and courteous services to our residents, business customers, and the citizens of the City of Saginaw and Saginaw County.
